Alleged Indian chief charged with fraud in California

A man who claims to be the leader of a small tribe in Nevada has been charged with fraud in California.
William Bills, 46, says he's the chief of the Winnemucca Indian Colony in Nevada. But the Bureau of Indian Affairs doesn't recognize him as the legitimate leader.
Bills was arrested after he tried to gain access to the tribe's bank account, which is reported to have a balance of $30,000. He also faces fraud charges in Nevada.
Bills is proposing that the tribe build a casino in California.
